Inadequate communication and follow up. Poor instructions relayed to contractor from internal coordinator. He did not return phone calls when requested to do so nor follow instructions. Had I not been calling and managing the project weekly it would still be undone. I finally hired another contractor to finish the job as I had limited confidence that it would be done to my satisfaction.
